This approach emphasizes technological advancements, policy reforms, industrial restructuring, and the expansion of renewable energy, all under the broader vision of sustainable development. By doing so, it aims to create an economic model that supports both social progress and environmental protection, leading to a win-win outcome for the planet and its people.
As global populations and economies continue to expand, the consumption of fossil fuels such as coal, oil, and natural gas is increasing, which leads to higher levels of carbon dioxide in the atmosphere. This, in turn, contributes to global warming and exacerbates environmental challenges, making the issue of climate change more urgent than ever. The dilemma of balancing human development with environmental preservation has become a pressing concern worldwide.
China has recognized the importance of transitioning to a low-carbon economy and has taken significant steps toward this goal. During the 2010 government work report, Premier Wen Jiabao emphasized the need to promote low-carbon technologies, improve energy efficiency, and invest in new and renewable energy sources. Various government departments are also working on the “Strategic Emerging Industry Development Plan,†identifying key sectors such as new energy, energy conservation, environmental protection, electric vehicles, and advanced materials as central to future growth.

Zhejiang Province, for instance, should set specific goals based on national guidelines and its own circumstances, develop actionable projects, and establish dedicated structures to monitor and guide implementation. This will help ensure a systematic and sustainable transition to a low-carbon economy, avoiding past issues of rushed or short-term measures.
Second, promoting the research, development, and application of low-carbon technologies is crucial. With China being the world's largest energy consumer despite having only 7% of the global GDP, improving energy efficiency is vital. Zhejiang, known for its traditional industries, has significant potential for energy savings. Encouraging innovation in low-carbon technology can drive long-term economic transformation and reduce environmental impact.
In the short term, efforts should focus on energy-saving and efficiency improvement technologies, including clean coal utilization, renewable energy, and advanced energy systems. Government investment in R&D, financial support for green projects, and policies that encourage businesses to adopt new technologies are essential. Additionally, accelerating the phase-out of outdated production methods will further enhance sustainability.
Third, accelerating the shift toward a low-carbon industry is necessary. While development must continue, it should no longer come at the cost of excessive energy use and pollution. Strict controls on high-energy-consuming and polluting projects, along with supportive policies for industrial restructuring, are needed. Simultaneously, investing in high-tech and service industries offers new opportunities for growth while reducing environmental footprints.
Looking ahead, the energy conservation and environmental protection sector in China is expected to reach 4 trillion yuan within five years. Zhejiang should act quickly to build a strong low-carbon industry, focusing on high-potential sectors like nuclear, hydropower, wind, and solar energy. Supporting the electric vehicle industry could also provide a competitive edge in the evolving green economy.
