The world today is in a new era of marine economy where marine science and technology advance with each passing day, marine exploration continues to deepen, and the sustainable development of coastal zones continues to intensify. Accelerating the development of emerging industries in the oceans and realizing a fundamental shift in the structure of the marine industry and the mode of economic development are strategic choices for Zhejiang to create a “blue engine†and build a strong maritime economy.
The strategic focus of a new round of coastal development
In recent years, coastal developed countries have successively promoted marine development as a national strategy. The experience of developing countries in exploiting oceans can be mainly summed up as "technical advancement, service leadership, and government support". For Zhejiang, the development of emerging marine industries is an inevitable choice for building a strong maritime economy. More attention should be paid to the integration of coastalization and urbanization. Is the coastal development area located as a coastal industrial base, a marine industrial cluster or a coastal new town? More attention will be paid to the co-ordination of emerging marine manufacturing industries and emerging service industries. The layout of emerging industries in the oceans should avoid the tendency of “heavy industry and light service industry†and promote the joint development of emerging marine manufacturing industries and emerging service industries. To undertake the transfer of international maritime emerging manufacturing industries, strengthen scientific and technological cooperation with developed countries, and strive to make breakthroughs in high-value-added manufacturing such as ocean engineering, which is still the comparative advantage of Zhejiang. Pay more attention to the overall planning of marine industry competition and coastal economic cooperation. The eastern coastal provinces and cities once again set off an upsurge of marine development, and regional competition for emerging industries in the ocean is inevitable. We must use the positive effects of regional competition to avoid disorderly competition for existing projects and avoid low-level redundant construction and vicious competition. We must strengthen the sharing of resources, expand the market, and complement each other's advantages. We must work together to cultivate emerging industries in the oceans and work together to occupy the commanding heights of emerging ocean industries. This requires that prominent features in the layout of emerging industries in the ocean, focus on priorities, establish an inter-regional coordination and coordination mechanism, and build a pattern of emerging marine industries with distinctive characteristics, dislocation competition, and win-win cooperation.
Accelerate the development of "four measures"
Concentrate on strength, focus on breakthroughs, and accelerate the capture of the commanding heights of emerging ocean industries. According to the evolution of the marine industrial structure, Zhejiang coastal tourism and entertainment and marine transportation still have the greatest space for development. The key is to improve the quality and level of service, enhance the industrial value chain, and use breakthrough middle and high-end tourism and entertainment services and modern port and navigation services as a breakthrough point to strengthen resource integration, create regional brands, promote cross-border cooperation, and seize the commanding heights of the international and domestic markets. The emerging industry markets such as marine equipment manufacturing, seawater comprehensive utilization and marine biological medicine have broad prospects and great potential for development. The key is to seek breakthroughs in core technologies, seek improvement at the industrial level, seek practical results in promotion and application, and accelerate the formation of core competitiveness. At the same time, we will effectively promote the exploration and development of ocean energy and marine mineral resources and accelerate the pace of industrialization.
Leading innovations, agglomeration of factors, and vigorously enhancing the development momentum of emerging industries in the ocean. The contribution rate of scientific and technological progress in China’s marine economy is only 30%, compared with 70% in developed countries. Therefore, strengthening the investment in marine science and technology and using R&D as a leader to drive the development of emerging industries in the ocean are the top priorities of the current work. We should make full use of the institutional innovation advantages of piloting areas in the national marine economic development pilot area to strive for new breakthroughs in opening up, innovation in marine science and technology, use of sea areas, and international finance, and accelerate the establishment of institutional first-mover advantage. We will further promote the integration of the Ningbo-Zhoushan port, strengthen the construction of the port alliance, port and shipping comprehensive service center, and the Zhoushan comprehensive marine development pilot zone, deepen cooperation in international trade and marine science and technology, and build a new highland for oceanic industry where international technology, talent, and capital converge. Strengthen the propaganda of marine civilization, strengthen the cultural support of the scientific use of the sea, and promote the sustainable development of the marine economy.
